Course Objectives 1-) To provide students with broad view of economic regulation including rate structures, politics of regulation, and international and interindustry differences.
2-) To equip students with tools to establish a regulatory rate structure that provides consumers with low prices and high quality and also provides firms with incentives to innovate and reduce cost.
Course Description Rationale for regulation, the regulatory institutions in Turkey and selected countries, the theory of natural monopoly, regulatory options, basics of major regulated industries, social regulation and politics of regulation.
Course Outcomes 1-) Articulate the rationale underlying the regulatory role of government in an economy
2-) Learn the basics of how to regulate an industry
3-) Learn how franchise bidding is an alternative to regulation in the case of a natural monopoly
4-) Learn how to adjust regulation as the industry of the natural monopoly transforms
5-) Master the basics of commonly regulated industries (telecommunications, airlines, railroads, trucks, banking and other financial intermediation, postal services, electricity, natural gas, and oil) and how they are regulated in the world
