Theme: Theory and Policy in Landed Property Rights
This course covers the theory and policy of property rights in land and other common use resources (Commons). Property in land is one of the main components of regional planning and policy. Property rights and ownership patterns are included in regional analysis as a fundamental component of the social and economic structure of the region, and spatial planning decisions largely involve the redefinition of property rights. Property rights regulate the use and exchange of arable land, other natural/human-made elements like air and water, forests, seas and oceans, mines, and collective space such as cities. The course places developments in property rights institutions in the context of the political economy and state structures of different periods. The temporal-spatial scope of the course consists of the modern era (in which capitalist property relations evolved) and mainly the late-comer countries in the process of capitalist development. Students who take this course will be able to integrate the property rights and landownership component in regional planning and policy effectively.
