Course Objectives
1.to provide theories of planning and theories in planning in the historical context
2.to evaluate the role of planning in the social,economic and environmental context
3.to provide the political and technical roles of planners
4.to give the ability of evaluating urban issues from the systems point of view
5.to inform about basic planning techniques and their functions
Course Description
Substantive and procedural theories, explanatory and prescriptive theories, sociopolitical theories, decision theories, and land-use theories. Changing paradigms of spatial organization after 1980s and theoritical debate related to this paradigms. Debate on planning methods based on current thoughts. Planning process, forecasting ,plan and policy alternatives and plan evaluation methods.
Course Outcomes
Student, who passed the course satisfactorily can:
1. will have the information about planning theories in the historical context
2. will be able to evaluate the relations between social justice, economic welfare and efficiency in using resources
3. will be able to respect to different styles of life and thought in planning process
4. will have the information about basic planning techniques and their functions
5. will be able to evaluate the role of public participation in planning
6. will have the information on different plan evaluation methods of different planning processes
7. will be able to evaluate the role of balancing the individual rights and public rights
8. will be able to evaluate the importance of sustainability of natural resources, cultural heritage and social values
9. will be able to formulate urban problems
10. will be able to evaluate public interest
